How to Join the EUCC ISAC
Your pathway to EUCC ISAC membership
Joining the EU Common Criteria Information Sharing and Analysis Centre (EUCC ISAC) allows organisations to actively contribute to the development, harmonisation, and maintenance of the EU Common Criteria (EUCC) certification scheme.
Membership of the EUCC ISAC is obtained through participation in one or more technical groups. Each technical group manages its own application process in line with the EUCC ISAC Statutes.
1. Principle: Membership via Technical Groups
The EUCC ISAC operates through dedicated technical groups and subgroups (such as JHAS, ISCI, Embedded AI, JDES, etc.).
- There is no standalone “general” application to the EUCC ISAC.
- Organisations apply directly to the technical group(s) relevant to their expertise and interests.
- Upon acceptance to a technical group, the applicant automatically becomes a member of the EUCC ISAC.
If you wish to join multiple technical groups, a separate application must be submitted for each group.
2. Eligibility Check
Before applying, prospective members should ensure alignment with the EUCC ISAC Statutes and the Terms of Reference (ToR) of the relevant technical group (see Compliance section)
Eligibility is assessed based on criteria such as:
- Nature and role of the organisation (public or private)
- Relevance to the EUCC ecosystem
- Expertise and capacity to contribute
- Commitment to collaboration and information sharing
National Cybersecurity Certification Authorities (NCCAs) and Conformity Assessment Bodies (CABs) that are part of an NCCA are considered de facto members. Membership fees and formal assessment do not apply; however, administrative information is still required.
3. Application Process (Step-by-Step)
While details may slightly vary per technical group, the general process is as follows:
1. Eligibility review
Initial check against the technical group ToR and EUCC ISAC Statutes.
2. Submission of the application form
Applicants complete the application form specific to the technical group and provide any required supporting documents.
3. Presentation (if requested by the Technical Group)
Applicants may be invited to present their organisation during a technical group plenary session.
4. Technical group evaluation
Members assess the application against relevance, expertise, and contribution potential.
5. Steering Committee review
The application is forwarded to the EUCC ISAC Steering Committee for review.
6. Trial membership (According to the Technical Group ToR)
Upon approval, according to the Technical Group TOR, applicants may be admitted for a one-year trial period with full access to the group’s activities.
7. Membership agreement
Accepted members sign the EUCC ISAC Membership Agreement and initiate the applicable membership fee payment to formalise participation.
4. Application Form Overview
Each technical group provides a dedicated application form. Typically, the form covers:
- Organisation information (legal status, profile, scope)
- Industry profile and expertise
- Designated delegates and contact persons
- Motivation and expected contribution
- Administrative and billing information
- Compliance declarations (Statutes, ToR, IPR, antitrust rules)
Supporting documents (e.g. sponsorship letter, brochure, presentation) may be requested depending on the technical group.
5. Membership Fees
EUCC ISAC membership fees depend on:
- The organisation’s annual consolidated turnover
- The number of technical groups joined
- Eurosmart membership status (discounts may apply)
Key points:
- A single consolidated annual invoice is issued by the EUCC ISAC Secretariat
- Fees are payable within 90 calendar days
- Pro‑rata fees apply if membership starts mid‑year
- Fees are reviewed annually by the EUCC ISAC General Assembly
6. Confidentiality & Compliance
All applications are handled confidentially and used exclusively for membership evaluation. Members are required to comply with:
